The Government of Canada, through Public Services and Procurement Canada, exercised a construction option with Bird Construction for the Transportation Safety and Technology Science project, in an announcement via CNW on Oct. 30, 2026. The project sits at the National Research Council Montréal Road campus in Ottawa.
The facility will house about 260 staff from the National Research Council and the Transportation Safety Board, as part of the Laboratories Canada initiative to renew federal science infrastructure. Substantial completion is expected in 2031, which underlines the staged nature of work at this scale.
An exercised option is the contract doing exactly what it was written to do.
For suppliers and contractors watching federal work, the lesson is in the structure. Large public projects are often awarded in phases, with options that let the government continue with a proven partner when earlier stages perform. Winning the first stage is therefore only part of the work. Delivery records, reporting and compliance during construction management shape whether later options are exercised, a reality KSPACE TECHNOLOGIES sees across public sector project delivery generally.
Firms pursuing federal opportunities should read contracts for their option structure before they bid. Price and plan the first phase to be provable, document performance as the potential evidence for the next phase, and treat every exercised option as earned, not automatic.
